Judge Malcolm Simmons

Judge Malcolm Simmons is a judge at His Majesty's Courts and Tribunals Service. He is also His Majesty's Coroner. Malcolm Simmons was recently elected to the Council of the Commonwealth Lawyers Association. Judge Malcolm Simmons served as an international judge from 2004 to 2017 hearing war crime and serious and organised crime cases. He presided in some of the most complex war crime and serious organised crime cases in Bosnia & Herzegovina and Kosovo during their troubled post-war periods. He served as President of EU International Judges from 2014 to 2017. He is one of the most respected criminal judges working in the international community – particularly in matters relating to judicial reform and reform of the administration of justice. He is particularly well-known for his judicial reform work and has more than 20 years experience training judges, prosecutors and lawyers. He has worked in judicial reform projects in Bosnia & Herzegovina, Kosovo, Serbia, Albania, Croatia, India, Africa, Pakistan and Maldives. In 2022, Judge Malcolm Simmons led the successful European Commission project in Maldives and was subsequently invited by the European External Action Service to assist in drafting its future engagement with the judicial and anti-corruption institutions in Maldives.
