Economist and Certified European Financial Analyst, Luis joined in 2017 the startup revolution thanks to Demium Startups. For over 17 years he have been in the financial sector working across 20 different countries at various established institutions. At BNP Paribas, as an OFAC Investigator Coordinator, he coordinated internal resources and assisted external legal counsel in performing the BNP Paribas compliance investigations conducted by the United States Department of Justice, the District Attorney for the County of New York, the Office of Foreign Assets Control, the New York State Department of Financial Services, and the Federal Reserve. The look-back review lead to a guilty plea and a combined $8.9 billion settlement resolving claims that it violated sanctions against Sudan, Cuba and Iran. In the unprecedented environment of the Cease and Desist Order issued by the US Federal Reserve and French ACPR, he had the opportunity to contribute to the transformational change of the Compliance function in building and implementing a Sanctions Compliance Program and redesigning the overall counterterrorism financing compliance internal control setup, the dedicated systems, training, norms and procedures of such a global bank. As Head of Financial Sanctions & Counter Weapons Proliferation he managed the team making last resort decisions on fight against terrorism over the 75 countries of BNP Paribas Group.
